State Level Consultation on Faecal Sludge Management (Uttar Pradesh)

CSE was invited by the Uttar Pradesh State consultation on improving urban sanitation and effective faecal sludge management (FSM ) at Lucknow.

 The panel comprised of key alliance members who work in the state namely- Wateraid, PSI, NIUA, RCUES, WSUP. The meeting was attended by U.P Jal Nigam key officials State nodal officials dealing with national and state programmes including municipal commissioners of key cities in U.P. 

Some of the key points highlighted was for the state to recognise effective FSM asa  priority and notify operating guidelines - to regulate containment ( septic tanks),empties /de-sluggers , disposal and treatment including state policy on co-treatment of allowing faecal sludge in 74  existing STPs and 14 upcoming STPs in cities along the river Ganga and other places where no STP exists to develop a faecal sludge treatment plant (FSTP) - this should be followed with incentives and severe penalties for unsafe / unauthorized dumping of FS. 

Swacch Surveskshan 2018 now has indicators for ranking clean cities with respect to - registration of FS emptiers, maintaining records  and dumping at designated place as well as FSTP for treatment. Cities like Ghaziabad and Kanpur have already registered banned unsafe disposal with severe penalty and allowed dumping of FS in existing STPs.
